As we turn our sights to the future, we recognize and are responding to an increasingly competitive environment in higher education. Shrinking state appropriations and rising costs are putting increasing pressure on tuition rates and making a Penn State degree harder to attain for many students. State appropriations to the university have shrunk dramatically in recent years.
